HVDC Transmission Line Developer
In 2008, armed with seed capital from Dan Rice at Blackrock (see www.blackrock.com ) and a much better appreciation for how the North American transmission grid works including the implications of congestion, I founded Transmission Developers Inc. (“TDI”) with Don Jessome. (see www.transmissiondevelopers.com ). Don was the former head energy trader at Nova Scotia Power who gave me the idea to export wind power from PEI into NEPOOL back in my Ventus days. (see above for summary of Ventus.) Initially, TDI set out to develop a portfolio of HVDC transmission projects in the north east. The lead project quickly became the Champlain Hudson Power Express - a $2.2 billion 550 kilometer 1,000 MW HVDC transmission line from Montreal to New York City through Lake Champlain and eventually down the Hudson River (see www.chpexpress.com ).
This innovative contracted merchant project will serve as a major new intertie between Canada and the United States and will provide a clean energy source for the growing demand in New York City. In 2010, Blackstone (world’s largest private equity firm with over $150 billion under management see www.blackstone.com ) acquired TDI. On February 24, 2012, the parties participating in the detailed review of the project being conducted before the New York State Public Service Commission (PSC) announced that they had reached a settlement of all of the issues in the proceeding. On April 18, 2013, the New York State Public Service Commission granted the CHPE project a Certificate of Environmental Compatibility and Public Need.[In October 2014, a US Presidential Permit was issued and in April 2015, the US Army Corp of Engineers issued the final Federal and State siting permit required to begin construction of the project.
